Hmmm, wrong. If you strip the economic aspects, then you have something that can't be labeled as anything. Lot's of governments indulge in violent suppression of the political opposition, state sanctioned racism and belligerent nationalism. In fact, all those qualities are characteristic of almost every government on Earth at one point or another in their history. Is South Africa fascist now? I doubt any pinko professor would admit it, but it's guilty of all the sins you named.
