Either someone is an adult or they are not. All adult related privileges should be received at the same age.

Drinking, military service, voting, signing contracts.....pick an age and stick with it

You really think people aren't going to get their hands on booze until they are 25? Millions of people work, travel, run or own companies before the age of 25. It's impractical. And if the shit ever really hits the fan, you want to wait until every fit man is 25 before they can defend the nation? Absurd.
