if 999 out of 1000 kids are immunized and there is a breakout wouldn't it logically make sense that fewer non-immunized kids would have the disease than immunized, even if there was a 100% rate of infection among them?

That is not what the NJM was saying. It was stating that even though 99 percent of the kids were vaccinated, it did not prevent an outbreak. That does not mean 99 percent of the measles kids had been vaccinated.

They are saying that if you aren't vaccinated, you can't depend on the fact that most everyone else is to protect you. The "herd immunity" idea does not always work.
