Reports from the Bakhmut Battlefield

Months ago Russia passed a law giving the government control over companies that produce military supplies even to the extent of being able to command employees of the companies when to work and for how long. Moe recently Putin issued a decree allowing him to suspend members of the corporate boards of these companies if they fail to meet deadlines on government orders, so the Russian government has long known its industrial base was inadequate to supply its military in a long war. Russia may still be having logistical difficulties but I wouldn't be confident they have an adequate supply of ammunition to deliver.

Because Russia usually maintains huge stockpiles of munitions....they have a long shelf life so long as the guns are still being used.
They have warehouses full....but again it takes manpower to get it out to ship and loaded on a boxcar and then troops to guard the shipments. And this all takes coordination between sharks all looking for their palms to get greased....which is what the ultimate problem is.
