Why did the American voters just put so many Democrats into office then?

They didn't really. Democrats run an election machine and have gerrymandered and cheated for decades. That is the only explanation for people like Nancy Pelosi and Chuck Shumer who have done 0 to help their constituents but somehow keep getting re-elected. Despite all the cheating, the Republicans just took the House and will be taking a deep dive into Democrat lies and cheating.
