lol Something less than a warning.

"We believe it is fundamentally important not to let these actions happen again," Lavrov said, according to an official Russian interpreter.

This is not a warning but a position Russia is taking in the negotiations. Lavrov is saying we have to figure out how we can prevent this from happening again. Tillerson will tell him he has to drop his support for Assad to do that.
