Recognizing the legislative intent of the law isn't 'ignoring the law'. As there's no credible argument that congress intended state citizens without a state exchange to be excluded from the federal exchange.

what I dont agree with is that it has to be in any neighborhood that the hood rats want to live in. Take where Im at, the average home prices is around 800k, most have at least 4 to 5 acres of land. Now, Im pretty sure that I dont want pookie and his 50 kids moving in. next thing you know it will be illegal if they cant move in to the are with a 15 dollar a month rental payment.
