He sure did ....he said this:
"In this deceitful American game of power politics, the Negroes (i.e., the race problem, the integration and civil rights issues) are nothing but tools, used by one group of whites called Liberals against another group of whites called Conservatives, either to get into power or to remain in power. Among whites here in America, the political teams are no longer divided into Democrats and Republicans. The whites who are now struggling for control of the American political throne are divided into "liberal" and "conservative" camps. The white liberals from both parties cross party lines to work together toward the same goal, and white conservatives from both parties do likewise.
The white Liberal differs from the white Conservative only in one way; the Liberal is more deceitful, more hypocritical, than the Conservative. Both want power, but the White Liberal is the one who has perfected the art of posing as the Negro's friend and benefactor and by winning the friendship and support of the Negro, the White Liberal is able to use the Negro as a pawn or a weapon in this political football game, that is constantly raging, between the White Liberals and the White Conservatives. The American Negro is nothing, but a political football."
He went on to say in his speech "Ballot Or The Bullet":
"These senators and congressmen actually violate the constitutional amendments that guarantee the people of that particular state or county the right to vote. And the Constitution itself has within it the machinery to expel any representative from a state where the voting rights of the people are violated. You don’t even need new legislation. Any person in Congress right now, who is there from a state or a district where the voting rights of the people are violated, that particular person should be expelled from Congress. And when you expel him, you’ve removed one of the obstacles in the path of any real meaningful legislation in this country. If it doesn't take senators and congressmen and presidential proclamations to give freedom to the white man, it is not necessary for legislation or proclamation or Supreme Court decisions to give freedom to the Black man. You let that white man know, if this is a country of freedom, let it be a country of freedom; and if it's not a country of freedom, change it."
