The democrats know if they hold a vote to authorize the process Republicans get access to everything and get subpoena powers outside of the Democrat control.

Those who oppose the majority get to have the same powers as the majority to mount a defense in the House Of Representatives as it is a DELIBERATIVE BODY that requires information from both sides of the issue.
