You tax all funds being wire transferred BACK to Mexico. Trump already explained this last year. Many articles on it as well.

So funds sent to El Salvador aren't taxed. And El Salvador is free to ship money to Guatamala, and Guatamala is free to ship money to Columbia, and Columbia is free to ship money to Mexico,

All I see is having to add a middle man to the equation, and Trumps plan is worthless.

Secretary of Homeland Security John Kelly suggested on Sunday that President Donald Trump would force his own government to shut down if Congress refuses to give him the funds needed to build a wall on the U.S.-Mexico border.

During an interview on CNN, host Dana Bash noted that the government would begin shutting down on Friday if a stop-gap spending measure was not passed by Congress and signed into law by the president.
Of course it is the Democrats who are threatening to shut down the government over the border wall and not one of them knows why.
The Republicans own the House, the Senate, and the WH.....so gosh darn powerless they are.

Or, alternatively, why not look into overcoming any legal barriers to implementation?

There are probably a considerable number of approaches or variations on the theme, in order to render it Liberal Judicial Activist -proof.
