No she doesn't. When she deals with the armed forces, at her level, she has to go through the Commander in Chief of the services, who is none other than President Donald Trump.

The Constitution puts the President of the United States in charge of the military and not the Congress. Furthermore, if she is going to foreign countries to stir up trouble, she also has to stay in touch with the State Department, which also, has to report to the Commander in Chief.

The Constitution places the State Department in the capable hands of the President, whom the people entrusted to this job.

She's not even doing her damn job. She's the Speaker of the House, and she's behaving herself like a spoiled child in refusing to do her duty of hosting the President's State of the Union address, which has traditionally been done in Congress. Instead of doing her duty, she has constantly been on an ego binge of hurting President Trump out of her own hatred and malice for his presidential win, putting her propensity to make the village (communism) responsible for American children and not their parents.
