They highway fund is supposed to produce enough revenue to pay for upkeep and replacement of the highways.

Why isn't that happening? Because the government diverts a lot of it pay for boondoggles like mass transit and highspeed rail.

Yes they are different things but what they have in common is they don't have internet or broadband; out in the sticks because they are not hooked up and in the city because they can't afford it or don't want to spend the money. Although I'm sure many out in the sticks can get high speed internet via satellite.
