Sure, in theory, and perhaps even more applicable to those running for Congress or to be confirmed as judicial appointees.

In short, they need to pass the bar, but not any bar exam as it is currently administered by the various mandatory or optional bar associations which presently regulate the practice of statutory and case law in utter defiance of the U.S. Constitution, not to mention the Constitutions of the several States.
