College students are policed heavily because they are prone to doing stupid shit, but not being particularly dangerous to everyone else. Crimes on campus are shown in more news stories. And most colleges bring in people and money from out of town. High crime rates cut back on revenue there.

As for black neighborhoods, I am guessing you mean ghetto sorta places. Those can be more dangerous for the cops and very often the neighborhood is anti-police to the point of harboring or remaining silent about criminals.

Sorry, but protecting the black community from the black community is certainly a life threatening venture. I might add that the police is not an exclusively white body. The lawless areas are the result of armed gangs´ actions, not racism.
