We do provide housing subsidies for resident poor but the waiting list is like 2 years to get in. The immigrants rarely wait that long and if they do it is crowding into an already occupied residence. The vast majority of rent subsidized housing goes to poor whites and blacks on welfare or the elderly on very low income such as injured workers on LI or just sustenance living poor on SSI.
