No need to wait for the full report to determine that, The most probable reason Trump couldn't be exonerated is because no (or no significant) exculpatory evidence was uncovered during the investigation.

Of course in an investigation with a scope as large and complex as this one was, one would imagine that exculpatory evidence would be extremely difficult to come by.
