The NATO countries aren't postponing anything. They are gradually increasing military spending in a fiscally responsible way because doubling or trebling military spending overnight would lead to huge deficits or higher taxes, which could adversely affect their economies.
Trump is pressuring these countries to increase spending because the USA is the world's largest weapons supplier and this would mean more American jobs, not because he intends to scale back US military spending.
