The CIA has ALWAYS been a tool of the elected President. They have done horrible things, but ONLY at the orders of the President that they serve.

The unfortunate thing is that liberal Presidents have never done enough to reverse the policies and orders given by Conservative Presidents. It's the Conservative presidents that have used the CIA inhumanely. (Johnson being the exception - he was a liberal domestically, but a super conservative on foreign policy)

The worst actions of the CIA were under Eisenhower, Nixon and Reagan. These were the guys that destroyed democracy in the third world.
