Congress sets the number of seats so it isn't up to him. However, if the opportunity arises, I believe it will probably be like Trump said in the debate, elections have consequences.

Dems just need a few Senate seats. Why won’t Joe put his opinion out?

Do you honestly expect him to show his hand at this point? You don't recklessly commit to discarding an ace you could possibly be dealt in the next hand. Even if it's not his intent to expand the court the threat may hold some value in future political horse trading.
