How is he going to get the wall? He lost.

This 3-week pause is halftime. Trump can make a good argument for the wall based on the caravans and the increased migrant traffic. Then there is also increased drug traffic, by land, sea, and air.
There are two possibilities:
1. Chuck and the Senate pass a Bill with some wall funding. Then the Bill goes to conference and the Senate and Animal House can negotiate a compromise Bill that Trump could sign.
2. The Senate still refuses any wall funding, then Trump can make the case for a national emergency, and build the wall.

The government reopened to pay the government workers. After three weeks if democrat leaders continue to prove not caring about our border. Trump will declare the emergency to build the wall.

Then a federal judge will block it.

I think it's exceptionally unlikely that Trump ever gets an actual wall built by calling a national emergency. I'm not saying he won't try it, although you can argue that if he were confident that it would work he would have done it already. Who knows how a court case involving that declaration would go, but it's a certainty that there would be one and that there would be an injunction preventing any building until it was decided.
