it's a drop in the bucket even if the UN can convince the warring sides that they need to respect the need certain honor codes (yes, sort of like what you find in action movies).
i think it's best if Israel and Ukraine get the guns and ammo (during a speedy departure schedule for our own troops), and by the defenders with efficient anti-riot and anti-prison systems) thoroughly translated ino harsh military and police actions and with their own insurgents and demonstrators.
