There is also a housing shortage in the US.

Not sure those work well together.
I dont expect many if the druggies to take the cure

I can see the lib NGOs working to assist with that problem

Probably not work that you would do but jobs that at least them started back into society

This ruling does not help with any of those, it just removes them even further from society by making them criminals

Though, I think it is the correct ruling, I just do not think it helps the problem.
 
Giving vagrants time to dry out is the best way of rehabing them

Its far better than letting them remain on the street where they can get high as much as they want
Forced rehab is not going to resolve the problem. You want to incarcerate, rather than rehabilitate.

They've always been criminals. Druggies and homeless commit crimes to survive.
