Well, Mueller made his reputation by rebuilding the FBI when it was under attack after 911 and Rosenstein hired him to to try to rebuild the FBI's credibility after the damage Comey did to it, so Mueller is probably trying to decide if it will be better for the FBI to try to defend Comey or to throw him under the bus.
