This is the problem with all of these events. The official are slow to make public statements until they know what really happen, so the conspiracy theorists fill in the blanks.

The latest reports said that the driver had just left one of the local casinos minutes before the crash. Not sure if the casino was in Buffalo or NF. They're trying to determine if anything happened at the Casino to set him off in some way.
