Living wage rates would have to be defined somewhat locally. As the cost of living differs so radically from region to region. I don't think you'd be able to set a national standard that was particularly effective. I don't even think a state rate would work. You'd probably have to set a rate based on the CoL of a particular area to be useful.

Most issues of globalization have little to do with liberal or conservative policies. But straight up Cost of Living. China produces most of the world's steel because it had almost no regulation, ridiculously low wages (often less than a dollar an hour), and an artificially depressed currency. They are also pollute at ludicrous levels. With places like Bejing having skies so choked with smog that they actually have large LCD displays showing sunrises so people know when its happening. Water pollution is off the charts with lead, mercury and other dangerous compounds at rates higher than would be considered safe in any western nation. Working conditions are murderously poor, with companies having to put nets outside of dormitory windows to keep the suicide rates under control.

True it grows an industry. But would you want to live and work under those conditions?
 
When the economy is centrally planned like it is the world over these days from country to country, the cost of living most definitely has everything to do with policy. In our world, the federal reserve has the biggest hand in it, but policy makers who shake people down, increase themselves at the behest of others and on and on, it makes a huge difference what policies are in place. At the same time conservative and modern liberal policy all involver a large amount of central planning. So they aren't different foer the most part. Just who the special interest groups are. Which is what the real fight is about in washington.

The obvious problem with that reasoning is....a person can't work if they can't eat. If working a job doesn't cover the basic necessities of living like food, clothing, shelter, food and medical care, a person can't do the job. We've tried the 'let the market find its own level' angle during the Guilded Age. It was a disaster. With the working conditions being utterly draconian.

As a point of strict practicality, you need a system that pays a living wage or you need a system of social welfare to make up the difference between what is paid and what is needed. But human needs don't give a shit about supply and demand. You've gotta eat, regardless of what the market value of labor is.

We have entire companies that build their business plan around social welfare systems. Walmart for example knows it doesn't pay anything close to enough to live on. So they hand out food stamp applications with their training packets. Using the government to subsidize a labor rate insufficient to meet the basis needs of its employees.

Don't get me wrong, if you're not working you're not going to get a tremendous amount of sympathy from me. But if you're working a full 40 doing productive, necessary work.....you should have enough to eat. You should be able to afford housing. And clothing. And medical care. As the jobs being performed are absolutely necessary for our economy to work. We need retail folks. We need janitors and cab drivers and maintenance men. And a system that *requires* the labor of people it won't pay enough to live is sick.

China being the 'worlds largest economy' requires that you use a very narrow and extremely specific set of calculations, tied most closely to currency fluctuations. They're still decades behind us in say, GDP. Which is the most common and widely used standard of economic size.
 
Chinese workers are making 3 or 4 hundred dollars a month to produce goods sold in the US.
