It was the Romans who paid for a written script for Hebrew to be developed.
The project happened in Rome, around 100 BC.
The Hebrew spoken language is too old for us to know, but likely it came from Arab in the Levant, and Hebrew picked it up in their nomadic wanderings from the Sinai, as the followed the seasons, weather, and climate.
