Contrary to your erroneous statement; it has been proven to be "correct", in that populations can be bred to increase the prevalence, and strength of expression of certain traits. Including intelligence. A casual perusal of the study of animal husbandry bears this out quite handily.
However eugenics has met great resistance from a great many angles due to the fear of its detractors fearing that their genetic contributions will be edged out in favor of more "desired" genetic contributions. If it were were the categorical failure you deceitfully claim. No one would interfere with people's pursuit of it. As it would surely falter, and fail of its own accord.
But that isn't what happens in real life. In real life, all those who assume they won't measure up, and fear that their genetic contribution won't make the cut; gang up, and snuff out most attempt to pursue this line of study.
