Targeting civilians has to be terrorism, no?

Islamic terrorists from Gaza’istan and Fatah’istan explicitly target civilians.

So yes, the Islamic terrorist attribute is appropriate.

Any Arab Palestinians that manufacture unmarked explosives is an HoAP. Any Arab Palestinians that commits an offense --- unlawfully and intentionally delivers, places, discharges or detonates an explosive or other lethal device in, into or against a place of public use, a State or government facility, a public transportation system or an infrastructure facility is guilty of an act under the International Convention for the Suppression of Terrorist Bombings --- an act of Terrorism:

(a) With the intent to cause death or serious bodily injury; or

(b) With the intent to cause extensive destruction of such a place, facility or system, where such destruction results in or is likely to result in major economic loss.​

Any Arab Palestinian that --- by any means --- directly or indirectly, unlawfully and wilfully, provides or collects funds with the intention that such material support should be used or in the knowledge that is goes to support acts intended to cause death or serious bodily injury to a civilian, or to any other person not taking an active part in the hostilities in a situation of armed conflict, when the purpose of such act, by its nature or context, is to intimidate a population, or to compel or coerce a government or an international organization to do or to abstain from doing any act; is subject to the International Convention for the Suppression of the Financing of Terrorism.

War Crimes are a bit different, in that it implies by statue that extremely grave violations of the Geneva Conventions are involved; which are part of a plan or policy or as part of a large-scale commission of such crimes. These include laws and customs applicable in international armed conflict (IAC), within the established framework of international law.

"War Crimes" are not the same as the same as "Crimes Against Humanity;" which are widespread or systematic attacks directed against any civilian population.

The confusion comes in when, (as an example) terrorist bombing and deadly terrorist engagements against pure civilian targets are justified as a campaign against a foreign military occupation.

Similarly, if the Arab Palestinian (as a protected person) is guilty of espionage, of serious acts of sabotage against the military installations of the Israeli Occupying Power or of intentional offenses which have caused the death of one or more persons, are also a "War Crime" punishable under Article 68 if the Geneva Convention.

If (however) the Arab Palestinian (as a protected person) who commit an offense which is solely intended to harm civilians not associated with the conflict, it can be pursued and punished under the various counter-terrorism instruments under the international strategy for counter-terrorism."

It seems that you take offense when the various Islamic terrorist franchises operating in the disputed territories are held accountable for acts of Islamic terrorism. When such terms as “Islamic” and “gee-had” are used to define religious fundamentalist affiliates of Islamic Terrorism Intl. Inc., (what you euphemistically call “political parties”), there’s no need for you to reel in righteous indignation when Islamic terrorists are described exactly that way.
