For fraud to have occurred there must be a VICTIM.

No bank claimed a loss.

I think the issue here is "reckless endangerment".

You can be thrown in prison for merely endangering someone, even if no one was actually harmed.

Case in point, IF the real estate market took another crapper like it did in 2008, and Trump couldn't pay his loans, the banks would have been stuck with properties that were nowhere near what Trump claimed they were.

Thus, the banks were victims of reckless endangerment by Trump.
