It would be left up to the states in bill, but this won't be the bill that is past if one ever is passed. Senate is going to gut this one.

Talk about bait & switch, this bill will go no where, was just about getting Any thing passed, now its half done, the Senate will rewrite the whole thing, it will still include lots of money for the 400 richest people, and put the burden for what ever they do back on regular working people.

Then We the People need to instruct our Senators and Reps they need to create a single payer medicare style plan for all and force the health and insurance companies to competitively bid.
