as I stated and your first link supported, people here legally on green cards, NOT ILLEGAL IMMIGRANTS, are the ones who might wrongly register, and in few cases, illegally vote.
California DMV has a separate system for non citizens to get a license and are not offered a chance to register, and those foreigners also have Driver's licenses that state their ID s are not for voting and other govt purposes needed for citizens.
