Why didn't Hillary stop ISIL from forming in 1999?

My opinion it has to do with "in" as in incapable or incompetent.

No but Republicans do. When you destabilize an entire region, leaving weapons in the hands of your vanquished foes who have nothing to lose, you get a revenge driven terrorist force worse than the despot you killed. And as always, Republicans deny they caused the problem in the first place.

Just like they deny that Bush crashed your economy. Iran has been stopped from making a nuclear bomb. So yes, to the first half of your question.

As for North Korea, is Hillary supposed to be some kind of time traveler? The DPRK has had nukes since the Bush Administration. You'll have to take that question up with Condi and Colin.

However, Clinton did arrange for South Korea and Japan to get missile defense systems to defend themselves against a North Korean missile.

She got one for Poland, too.
