You alledge here that because a cop received training in counter-terrorism practices, the inference is he did so specificly for use against blacks. Rather, you not so much infered it as said it.

The implication being that because American doctors now have a lot of knowledge only learned of because of experiments on death camp victims during WWII, since they're using that knowledge they're culpable in the crimes that obtained it. As with, since a cop gets anti-terrorism training from Israel, he's guilty of alledged Israeli crimes, and perpetrating the same crimes on his local citizenry.
