the only way that we can insure federalism and states rights (our highest values?) are preserved while tracking the pregnancies (and illegal terminations of our state's most vulnerable citizens) is to allow a private sector entity, or maybe 3 of them, to form "pregnancy reporting bureaus" much like "equifax."

There is no such thing as a "pregnancy register". It's part of the scare tactics used by the left. The only thing doctors are required to register is births and deaths.
