One of my daily bloggers asked the question about what is this and how does a county district attorney have authority to deal with a state-wide unit? Why is it not part of the State Attorney General's Office? I went through pages of search and can't find anything about the legal authority for it or how it came about.

Any Texans out there who can clear this up?

BTW, this is the office that sought the grand jury indictment of Gov. Perry. And there is one at the federal level.

Don't have the answer but it has done this to Democrats as well and there have been calls in the past to put it as part of the AG office maybe they finally will.
