That is not what's happening. The aptly named "freedumb caucus" is demanding lower spending levels than the ones they agreed to earlier this year. Expecting a conservative to keep his word is just silly these days.
You apparently don't know what a "cap" is.
 
They come back mid September with an October 1 deadline to fund the government in some way shape or form.

The GQP has decided to go back on their word and welsh on the agreement struck back in May to no one's surprise I would imagine.

What do you think will happen?

Personally I say let them shut it down and make McCarthy eat it.
Well, they do actually have a point that they agreed to spending caps, which doesn't automatically mean you spend all the way up to the cap. The government probably will shut down and Republicans probably will pay the price for it. As far as McCarthy goes, he will be dragged into the government shut down because he won't have a choice.
