unless I'm mistaken, legislation has been approved a number of times for a much more comprehensive border divider / wall / fence.

The problem seems to be that politicians are simply using the issue for their own political maneuvering with no sincerity to do what is best for the American people. So they vote yes for these barriers, then fail to allocate funds to do it. They ALWAYS seem to find some "Special Interest" aimed at pumping their own pockets to divert any funds to first.
