The law that is relevant here is 18 USC 793. It says it's illegal to disclose national defense information.
The law doesn't say "classified" information because that didn't really exist when the espionage act was written in 1917.
But, when someone gets in trouble for mishandling classified information, they're actually charged for mishandling national defense information. That's because national defense information and classified information are generally speaking the same thing.
You posted one excerpt from the Hur report, but ignored the larger context. Now you are running away from that fact.
the hur report started off by saying biden willfully retained and showed classified documents to other people,,
now thats a crime,,
