It is clear that the Secretary isn’t obligated to lift a finger to shut down the border until some ridiculous daily average of 5,000/day for a week is reached.
The law prior to any contemplation of the Senate bill already proscribes illegal entry.
So, why not just enforce the already existing law?

In December — according to the latest data from U.S. Customs and Border Protection — there was an average of more than 8,000 encounters a day of migrants who crossed the border illegally between points of entry.
The other point in Trump’s post is that Biden “already [has] the right to CLOSE DOWN THE BORDER NOW.” But Trump tried to bar migrants caught crossing into the U.S. illegally from pursuing asylum and failed.
