There have been attempts, but at least on the federal side, that's difficult to do when the opposing party has the executive branch.

As for the states, it's pretty clear that a lot of the GOP is controlled opposition. The uniparty doesn't like Trump or any of his friends. This is their way of making sure he can't be an obstacle to their interests anymore.
