Brussels, Belgium (CNN) -- NATO will suspend "all practical civilian and military cooperation" with Russia because of its annexation of Crimea, saying it has seen no sign that Moscow was withdrawing troops from the Ukrainian border.

Foreign ministers from the 28 members of the Western military alliance met in Brussels on Tuesday for the first time since Russia grabbed the Black Sea peninsula from Ukraine last month, triggering the worst East-West crisis since the Cold War.

They were discussing ways to boost NATO's military presence in formerly communist central and Eastern Europe to reassure allies worried by Russia's moves.

After the session, U.S. Secretary of State John Kerry said Russia has challenged truths that only a few weeks ago seemed self-evident: that European borders in the 21st century would not be redrawn by force.

"It is important for everybody in the world to understand that the NATO alliance takes seriously this attempt to change borders by use of force," he said. "So that is the wake-up call."

Russia has its eyes set on bigger goals than Ukraine - it wants to tear apart the territorial status quo created in Europe after the fall of the Soviet Union, says Jonathan Eyal of the Royal United Services Institute.

The most immediate topic of discussion at Tuesday's meeting of Nato foreign ministers - the first since Russia's annexation of Ukraine's Crimea peninsula - was whether Russian troops currently massed on Ukraine's borders were likely to launch a new invasion deep into Ukraine's ethnically mixed eastern provinces.

NATO Intelligence officials reporting on the ground in the Ukrainian capital and US agencies that are monitoring Russian troop movements on the eastern border state that a Russian-led invasion of Ukraine "could take place almost any day now".

One of the many indicators that the movement on the Russian side of the border is not just a cosmetic show of force is the presence of the 4th Guards Kantemirovskaya Tank Division, one of the elite units of the Russian armed forces.

A list of the type and number of military units and equipment that is being moved towards eastern Ukraine is described as "ominous" and that "the assets being placed on the border are the type that normally do not leave their bases unless you are planning a real military operation," an official told IHS Jane's . Another said that estimates of a "50-50 chance" of a Russian military incursion and a push by armoured columns as far as Kiev: "has now increased to above that 50 per cent level."
