It would be possible to do an Alaska Permanent Fund Dividend plan nationwide. Simply remove all mineral rights from everyone and use the royalties from oil, gas, coal, gold, silver, etc., etc. and so-forth that currently go with property ownership in the other states. When Alaska wrote its constitution the Communist element asserted itself by denying mineral rights to those who had mistakenly believed to own property.
