Well, you can’t hurry some processes because they’re sequential. You can’t drywall a house until the framing is done, for example.

Labor in vote by mail is parallel. Opening ballots, checking signatures, recording votes, repeat. Each person adds to the capacity just the same as the one before them.

What’s the difference between the labor requirements of a state that is 100% vote by mail and one who’s 80% absentee ballots requested by voters? I’d say very little, and maybe even easier to 100% vote by mail because they don’t have to process absentee ballot requests.
