First and importantly representative(s) is never a verb, no matter how hard you try. It is a noun.

And as they say, when in Rome, do as the Romans do. The same goes for the Constitution. When in the Constitution, use the definition of representative as in the Constitution. And because the electoral college is in the Constitution, you have to use the definition from the article you posted.
