You are correct. It is not a "crime" for the DNC to fix an election for Hillary and steal the nomination from Bernie Sanders. It is however as low as you can sink as a major political party. Pretending to be fair and unbiased in it's nomination process while predetermining the nominee a year earlier. We'll see how this non-crime plays in 2018.
