In a Builiding of a mass public shooting, the police with hand guns are not outgunned by a rifle....the rifle is a long range weapon that loses it's advantage in the confines of a building....in fact, it can become a disadvantage in close quarters....

First of all it depends on the set up, Ars can be set up to be a great personal defense firearms depending on the situation.

A cop friend back in the 90s told me his friends would ask him why he would carry a pistol when he was off duty...they would say "Are you expecting trouble?" He told me he would respond...."No, if I was expecting trouble I would have brought my rifle..."

It does depend on the situation, generally a rifle is preferable in most cases although there are exceptions, it is easier to get a drop on someone with a handgun in close quarters. Shot placement/Training is everything... And it Has to be practiced

Your mother jones link showed over 30 mass shootings in the ten years after the AW ban expired.
 
And look at the numbers of the carnage. Not only were there twice as many mass shooting events in the 10 years after the ban expired...but the number of dead skyrocketed as well
