What jurisdiction/authority does the Ethics Committie have that allows them to question Moore?

Tipsy, put down the bottle for just one day. I am trying to find any provision that allows the Senate to discipline Moore for acts that occurred prior to his entrance therein. I found -0-.

I think its article 1 section 5

"Each House [of Congress] may determine the Rules of its proceedings, punish its members for disorderly behavior, and, with the concurrence of two-thirds, expel a member."

And the Senate has made it part of their rules that they may question question senators and expel them.

Because what he did four decades ago was unethical (and in some cases illegal) and reflects poorly on the institution he represents.
