That power is given universally - it does not say anything about religious facilities or practices and therefore does NOT violate the First Amendment. The Constitution has been interpreted by dozens of SCOTUS justices throughout US history to show that the government has higher priorities than the unrestricted practice of religion, the most obvious being the protection of public safety. Congregating in church will cost lives. That is more important to our government than the inconvenience of holding services in a parking lot or over the internet.
