Furthermore we know Saddam had an arsenal of Chemical and Biological weapons in the 1980's because we help him get them. We also knew that after Iraq was driven from Kuwait, Saddam was not able to rebuild his conventional army much less reconstitute his WMD program that had all but been destroyed in the war.
