Rankings taken immediately after a presidency are not reliable. Truman used to be considered one of the absolute worst Presidents and later moved up very high. Same with Eisenhower. Those experts will not write real histories of his presidency. They will be long retired by the time real serious histories are written.

If anybody should be blamed for ignoring the Al Qaeda threat it should be Clinton. He was supremely ineffective, even after the East Africa bombings.
